The CAC’s directive introduces comprehensive changes expected from tech companies, including a prohibition on the dissemination of excessively similar content. Furthermore, the campaign does not encourage dissent against Communist Party principles but mandates that users are not coerced into selecting interest tags. Protection against the integration of illicit information for personalization is also emphasized, requiring a limited collection of personal data necessary for recommendations.
This initiative underscores the increased emphasis on algorithm oversight within the Chinese digital landscape. While the CAC recognizes the strides made since the enforcement of algorithmic regulations in March 2022, it stresses the importance of ongoing enhancements. By establishing firmer regulations, China seeks to align its economic ambitions with rigorous control over digital interactions.
