OpenAI, Adobe, and Microsoft Endorse California Bill for AI Content Labeling

OpenAI, Adobe, and Microsoft have officially declared their endorsement for a California legislative proposal mandating that technology companies label AI-generated content. This development comes through correspondence from the aforementioned companies, which has been reviewed by TechCrunch. The bill, identified as AB 3211, is poised for a decisive vote scheduled for August.

AB 3211 stipulates the inclusion of watermarks within the metadata of AI-generated images, videos, and audio clips. While numerous AI firms have already implemented this practice, it is notable that metadata is often overlooked by the general public. Furthermore, the bill mandates that significant online platforms, such as Instagram and X, provide easily understandable labels for AI-generated content.

The three companies are members of the Coalition for Content Provenance and Authenticity, which played a pivotal role in developing C2PA metadata—a prevalent standard for identifying AI-generated materials. Despite a previous letter in April from a trade association representing Adobe, Microsoft, and other major software manufacturers that criticized AB 3211 as “unworkable” and “overly burdensome,” recent modifications to the legislation seem to have resulted in a shift in their stance.
